Just Because They Can?
When a person applying for individual insurance, as many unemployed folks are now forced to do, conditions such as toenail fungus, joint sprains and ear infections can place applicants in high risk pools. This can sometimes double their premiums.

2014 will guarantee coverage of all pre-existing conditions, at standard rates. My concern is that classifying conditions such as toenail fungus as a high risk condition is just a way to set that standard rate as high as possible before 2014.
This is just one more example of how we need more federal regulation, not less. Market forces will not lower prices when there is no incentive to do so. As long as the price of health care is so high no one can afford it without insurance, and soon it will be required, providers have a captured market. They can charge as they please with no regulation.
